Dead hdd, no os cd to recover from

Hi, I have a laptop with a dead hdd, it is not appearing on bios either. It is easy to buy new hdd/ssd and replace it, but how would I install new os? I have no recovery cd available. Would it be possible to simply get an open source os cd and do it that way?
Any help is much appreciated.

sure Linux or buy a recovery cd from the laptop manufacturer
