Hi, which better for gaming and design between dell 7559 i56300HQ and dell 7447 ?

The Dell 7559 would be better because it has a quad core i5-6300HQ CPU vs a dual core i5-4200H CPU.

The GTX 960m is also more powerful than the GTX 850m.

I would go with the 7559. It is a great Gaming laptop for the price. The i5-6300hq is a true quad-core (the first mobile quadcore i5).
