Dell Insipiron 5521 battery issues

I just bought a new battery for my laptop and the battery charges till 100% then it stops charging and laptop doesn't detect ac adapter untill I restart my laptop. Help!

OK I am a tad confused. You are trying to charge the battery, and you say it does charge, and the laptop detects the battery, but won't detect the charger cord until the laptop is restarted? Is that right? If that is the case, it sounds like it is the charger cord that is having trouble, not the battery.
