My dell inspiron 1520 PC has a mic problem.No one hears me whenever I speak. I can only hear them but no body hears me.

Have you enabled the mic in Windows sound properties?

If the Dell was bought through any employee purchase program you probably have a 3 year warranty.

But first check the settings like buwish said.
