Hi. So I have this Dell Inspiron 1545 with Intel Celeron 900 2.2GHz, 4GB RAM DDR2 and ATI HD 4330 graphics card. The problem I have is that the CPU stays 93-94% all the time, even if no app is on. I tried Windows 10, Windows 8.1 and the problem is the same. On Windows 7 it doesn't happen, the cpu goes up only when I use an app, but what's the problem on the other versions of Windows?
I replaced the thermal paste, I cleaned the cooler of dust, I tried to reset CMOS Battery, I tried to update all drivers, I don't know what to do anymore.
Also, one more thing, the updates in Windows 8.1 are not showing, it keeps reloading, and in Windows 10 it gets stuck at "Downloading: 100%". What is happening?
