Dell inspiron not turning on

My Dell Inspiron 15r will not turn on when I press the power button. When i plug it in to the charger the green light on the charger stops. Help

Take out the battery.

Turn it on with the charger hooked up and the battery out of it.

If it works, put the battery back after it boots and it should charge.
