Dell Insprion 9300. I turn it on and the screen stays black, Hooked to an external monitor it's black as well.

Both the laptop and external monitor are on and I can hear the laptop running when booted, but I can't see anything so I can't access the BIOS to stop it running from the hard drive. Before it went back I turned it on and the desktop faded and an imprint of the disk appeared over top (changing rainbow colors-as pretty as it was sad) about a minute then the screen went black, it did not shut the computer off.

Your laptop most likely has a faulty graphics adapter. That usually means a new motherboard is required unless the manufacturer or a laptop repair centre can replace the graphics adapter on the existing board.
