Dell laptop is refusing to charge

Hi,
My brother's Dell laptop is not charging even after replacing the battery
i did some research and found out it's a bios problem
but the problem is that i can't update the bios because the battery needs to be atleast 10% charged
i tried doing the /forceit thing but it didn't work
i also tried running the file in a bootable DOS USB and it said "this program can't run in DOS Mode" even though in Dell's website it says that this program should work in DOS
so what the heck i'm supposed to do????

That's possibly one of those Dell's where there are 5200mA batteries on sale as well as the lesser 4400mA. Both seem to impy they'll work but only the 5200 does it properly.

Which one did you buy, because the difference is critical?

It's not that then. Maybe a Linux OS on a flash drive will be able to run your fixing programme.

I don't think i can run it on Linux since on Dell's website it says it can only run on Windows/Dos
