i cant install any antivirus on my pc windows 7 ultimate, 64bit intel core i5. Please whats your advice?

Solution
Run those tools I recommended. Like I said. I believe that total 360 is malware\virus.

However, if reinstallation is an option and you don't want to bother with the tools, feel free to do that.

I tried 360 total security (Essential) and avast. The installation seems to take place but i cant open it as every click demands that i allow the program to make changes on the pc. Despite allowing it, nothing good comes out.

Try to disable UAC.

https://superuser.com/questions/83677/disabling-uac-on-windows-7

Then uninstall the program. Reboot your machine. Rerun the installer by right clicking and do "run as administrator" once the installation completes. Reboot the PC again to allow it to fully apply it's self.

I would also suggest Avast over 360 total. Avast has great rating.

Another AV you can try is AVG free edition (oddly enough Avast was just bought out by AVG).

Is the a new install of Windows 7? Or have you been using it for a while without antivirus and now have decided to install an antivirus program?

If it is the latter, then your PC / laptop has likely been infected by a virus which is preventing any antivirus to be installed.

I was also considering the same thing. I don't even know if that 360 total solution is even a real AV. It sounds like a virus that I recently removed from a clients PC not to long ago.

However, if he can get AV installed properly with my method, he can then run a full AV scan in attempts to fix it.
If not, he should run the following

CCleaner: http://filehippo.com/download_ccleaner/
Malwarebytes: http://filehippo.com/download_malwarebytes_anti_malware/
Adaware Removal Tool: https://www.bleepingcomputer.com/download/adwcleaner/
Spybot S&D: https://www.safer-networking.org/

Then once you are done running all those tools. Try to reinstall the AV and run a full AV scan.

UAC has been disabled to "never notify", now there is resistance in uninstalling the 360 total.

The system was got within last week. on considering the option of reintalling another windows 7, the version on the system is more current than the one I intended intalling

Did you install this OS, or did you obtain this system used, with a previously installed OS?

If the latter, you really, really need to do a full wipe and reinstall.
