disable incognito on devices

I want to disable incognito on all devices in google

While there is no sure fire way to block it on one device, let alone all devices, even if it is somehow turned off/disabled, all the party using the device has to do is clear the browser history and cache which is what incognito does anyway. So there is no surefire way to keep someone from hiding what they do on a device.
