Disabled ipad wont power down

I bought an iPad from a Craig's list add and it's disabled but I can't get it to power down to reset it. Nor will it conect to itunes or remove the not charging warning when pluged in

Get a refund then, even it's it's reset if it's locked in iCloud you won't be able to use it. Some security functions disable shutting down the device.
