Display patches on LED TV

what are these bright white spots on my LED TV?

Those look interesting, don't think I have even seen spots that bright or that sharp on a TV or monitor before. Usually they are just lighter blobs not big bright circles. Maybe a bad LCD screen or backlight. Unless you have some lights that are reflecting off the screen, do they stay in the exact same spot when you move the TV?
