Cannot find any reference to the DLL file in question.
It is probably a leftover reference in the registry, referencing an application that you've uninstalled, and being called every time Windows starts.
Install Ccleaner: http
/filehippo.com/download_ccleaner/
Open Ccleaner.
Click "Tools" in the left pane.
Click "Startup" in the middle pane.
Under the "Windows" tab (default), find the line which contains
rddwilwzupr.dll
Click once on that line to highlight it.
Click the "Disable" button.
Restart Windows.
