I canceled Comcast/Xfinity and went to Frontier for Internet for only my ROKU streaming TV (have a SMART TV), but the cost at Frontier is still too high. Divorcing. Hubby withdrew all the checking and savings. Have to pare down on monthly costs.
You could go with Specturm to get a cheaper package. Frontier is normally more because they offer fiber connection but you dont need anything crazy and you only need the down speed which Secpturm can provide.

everything the roku provides (netflix, hulu and so on) all streams from the internet. so you need internet access of some type to be able to use it. you don't need crazy fast speeds but 15-20 mb/s is plenty for normal 1080p streaming. you may be able to get a cheaper dsl connection though many are phasing those out for fiber connections. at&t still offers them but they are rather expensive for what you get.

Actually a few of the Roku apps allow you to access a media server on your LAN. But yeah, the streaming channels won't work without an Internet connection.
IF you have unlimited data on your smartphone you can use that to watch TV. If it supports MHL you can get an adapter and connect it to an HDMI input on the TV. If you have WIFI then you could cast it to the TV.
