Do OTA tuners change?

I have a 37" Vizio TV (VW37L-HDTV20A). If I were to upgrade, will the OTA digital tuner in a new TV be any better?

No way to predict for sure. If you go for a upper end model probably.
You could add an OVA tuner. Some have PVR capabilities and multiple tuners. There are cheap ones and expensive ones such as the Tivo or Channel Master units that are higher quality.

Solution
With limited experience I will say a more expensive TV doesn't guarantee you a better OTA tuner. I think vendors these days don't pay much attention to OTA and assume most will be using a cable service. So Americanaudiophile is right, buy an outboard tuner with a big name like Channel Master.

They should really stop calling them TV then, because it's just a monitor.
