Does video editing only use the cpu or does it use the graphics card as well?

And if it does use the graphics card is an hd 4000 enough for a good editing performance, or should I get a better card for video editing?

My understanding is that it is mainly CPU however previewing the video in real time will use a GPU. If you have a desktop I would suggest maybe buying a GT 1030 or 1050, if your on a laptop then you will be stuck with integrated graphics.

Video editing can use GPU depending on the software you plan to use, however in order of importance it would normally be CPU then GPU (though having ram and even a SSD for scratch drive will speed things up as well).
