ESET Antivirus 8 Preventing Downloads? "Unknown Network Error"

I've been having difficulty downloading files from the internet with my antivirus enabled, I always receive a "Unknown Network Error". I was able to troubleshoot a bit with the following:

All the downloads hit 100% (some momentarily before failing), but it's only completed when the antivirus has been disabled...

Additionally, I noticed a crazy fluctuating ping while playing a game last night..I wonder what's up? I don't seem to have any viruses and or malware as per NOD32 & Malwarebytes

Hello! I will do my best to help you with this issue chrizj.

Have you tried diffrent browsers? Because ESET might not be allowing Chrome through the firewall, try Internet Explorer and downloading something from there.
