Not really following you, but it seems like you mean a phone thats operates like google voice where all you need is wifi and you can get calls in/out at all times.
That would be great but that would require local governments to make huge investments in network infrastructure (usually with federal funds), but it wouldn't fly cause some idiots would be complaining about too much government spending or view it as a secret big brother kinda spy thing.
