Exp gdc psu problem

Hello, I have recently got an exp gdc v8 for my hp Pavillion laptop and I have connected everything as said but don't why my psu is not working properly. I'm using 300w psu and it works when I checked, but when I connect all together from my pcie to exp then the psu is not running it's just numb like that not supplying power to exp gdc. I made sure all the wires are connected properly for several time but still I'm facing the same problem.

Why are you saying the PSU is not working? Is the fan not spinning or is the external video card not working? Did you check with support for the vendor of the external video device?
