How do people, who can't even foretell what weather it'll be tomorrow, can foretell a hacking/terrorist attack?

this is utterly ridiculous. they're not even competent enough to investigate a crime when they're monitoring the computer being attacked. huge thumbs-down to that budget increase. throwing more money at them isn't going to miraculously make them more skilled.
