'file download - security warning' annoying pop-up

1. 'file download - security warning' annoying pop-up window appears at random
2. the Compiled HTML Help file (.chm) shows the pop-up window with an empty window then closes
3. The Internet Explorer (IE) shows the pop-up, while empty, and then closes the IE window

Any help on this?
