Flashing Ghost taskbar on Dell e5400 screen

I have a Dell Latitude E5400. The top 10mm of the screen (where I have the taskbar) is duplicated at the bottom of the screen as a flashing ( every three or four seconds) transparent ghost image. It appears as soon as laptop is powered up, before W7 loads, and is there even in safe mode. The display on an external monitor is perfect. Should I try a new ribbon cable first or go for a new screen? or something else.

You can play around with the LCD video cable; reseat it, maybe replace it if you can find one that's reasonably priced. This might be the LCD screen itself. 🙁
