Are you asking if you hook an FM transmitter to the audio output of a TV, and then tune to the broadcast FM frequency with a stereo can you record the TV audio on a cassette recorder? The answer should be yes. But if you can hook up an FM transmitter, you could probably hook the cassette recorder directly and simplify the connection.

As kanewolf says you would only need the FM transmitter if the recorder doesn't have a line level input.
If their programs are available on demand online you can connect the cassette recorder to your computer.
If you use their phone app then the cassette recorder can connect to that.

if the tv has digitial audio out on it. take that port into a reciver. then connect a dvd recorder or tape deck to record the audio of the tv.
