Foil over sim card

I found a small square of foil over my son card. What does that mean? It looks like it was placed there on purposely.

Did you get the phone used? Or did you perhaps send it to a tech to get it looked at? I ask because it sounds like someone used it as a cheap way to make the pins (which may be damaged, in the slot connect. Or even to make a sim fit more snugly in a loosened or damaged slot.

A good tech would just replace the damaged part and no more problem. So I would be curious as to who did it, and when.
