I bought a computer from eBay and the bios was locked. My question is if I remove the hard drive and plug in a bootable use will my computer automatically boot from whatever drive is available?

Probably not.
How is it "locked"?

You probably need to contact the seller for getting it "unlocked".

Just reset the BIOS..

There should be a clear BIOS jumper on the motherboard..

Otherwise unplug the PC from the wall and just pull the little round silver battery that is on the motherboard - Press and hold in the power button for 20 to 30 seconds (This drains the power from the Motherboards capacitors ) wait 20 minutes then put the little silver round battery back in and plug the PC back in.. This will clear out the BIOS password and let you gain access to the BIOS setup.

I see now this is a laptop.. Also remove the laptop battery.. you will have to remove screws to get at the CMOS battery... What model laptop is this?

Otherwise for the boot order: read the screen when it boots it will tell you what button to press to boot from something other than the main drive.. Sometimes it is F2 sometimes it is F11 or F12
