Not following what you are asking, please provide more description.

You can use a regular modem in the PC to receive faxes over a regular phone line, but that's about it as far as I can tell. Long ago there used to be a WinTelecom, which allowed you to use a 56k modem to place calls using a microphone + speaker, but I don't think this is done anymore.
