Pop-ups are not at all uncommon while being online and browsing about.

Some can be blocked. Others - maybe.

What are you doing, what website is involved, what images are "popping up"?

Standard procedure suggests:
Do an Anti-Virus scan. If that doesn't work try doing a System Restore, and if even that doesn't work. Re-install your OS.

Also you could have provided us with more detail about the popup. It might be just something you can uninstall from the control panel?
