Google Chrome is messed up please help (picture in link)

It is frozen, I cannot do anything but exit that screen and I cannot uninstall google chrome for some reason? does anyone have an idea that may fix this? I would greatly appreciate it!

You won't be able to uninstall it while it's open or running in the background - it's as simple as that.

If Windows 7, press Ctrl-Alt-Delete.
In bottom-right corner, click the red arrow-head.
Click "Restart".

Restart your computer than uninstall it from your computer its mostly happens when your are using beta version of google chrome .
