GPU wont activate

I got Toshiba Satelite C75-144-A
Inter(R) Core(TM) i3-4000M
NVIDIA GeForce 710M

tried in toshiba bios? cant find anywhere to change prefered gpu integrated or nvidia
also disabling Intel4000 in device manager, someway i disable nvidia control panel

i know this aint the best laptop to even ask it to do much, but i wanna have as much power from it as possible so if anyone got any advice or had expirience with this before please reply with your knowdlege

Best way to make sure the dual graphics work is to use the stock Toshiba video drivers. If you ever updated them, uninstall and use the ones from Toshiba. Option to use the nVidia card would be in the nVidia control panel.
