GT720m low core clock speed

I have a Acer Aspire v7-581pg with a dedicated GT720m which is has a core clock speed of 162MHz. I recently reapplied thermal paste to the GPU. Could this be the cause of the problem or is it something else?
GPU-z says perfCap reason is util.

I guess you just need to optimize your system: paging file, register, boot and startup etc. I can help with it to you, if you want.
