GTX 980m can only play on low settings

What I have is a sager laptop and it is hard up to run games like Fallout 4, Witcher 3, and Rainbow Six Seige even on low settings. Most games are unplayable on anything above low, must of the time changing settings doesn't help my Frame Rate. I believe to have the most recent drivers for all of my hardware.
 
Make sure you are running on the dedicated graphics chip.

If you are running the standard integrated graphics that would be the cause of your low fps.

If you don't know how to check that ill tell you as well.
 
That was a fail on my part, but either way I just checked the Nvidia control panel it was set to the 980m not the integrated. I switched it on then off then attempting to run fallout 4 on medium it started at 40 fps dipped to 20 fps for most of the session.
 
If you instead of normally start the game, right click it (not in steam that won't work). In the tab that shows up it might show something like ''Run with graphics processor'' And it lets you choose between the two.
 
When I right click on the application in the folder I don't get a "run with graphics processor" tab.

The temperature during the lagging is around 85-87 degrees celsius.
I'm running it with the power supply so it is plugged in. I never tend to run many games when on battery.
