It's OUR technology. Unfortunately, OUR political system, with lobbyists and all, does not allow US use it to its fullest. Why do the frequency band leases have to be exclusive when the protocols allow multiple providers in the same band? To EXCLUDE the competition. It works differently in many other countries. Want to provide service in this band (for these phones)? Go ahead and provide, just make sure you follow the protocols. GSM is not relevant to the article, it would never achieve this speed. 3G for GSM providers (UMTS) uses W-CDMA air protocol. Look inside all of the smartphones and 3G modems. Qualcomm.
