Help choosing better specs?

I'm deciding between two laptops on the same model, but different country so the specs are slightly different. The difference is that one has a 750GB hard disk, 8GB RAM, and an IPS screen. The other has a 1TB hard disk, 16GB RAM, and no ips screen. Which one would be a better choice, if the size of the hard disk does not matter?

The biggest advantage is better colors. This is simply because IPS panels are 8-bit while TN panels are 6-bit, so IPS panels can display way more colors. Also, this usually won't matter too much, but IPS panels have superior viewing angles, especially from the sides.
I doubt it'd make a big difference, I'd go for the faster model though.
