Help me asap

I have reset my HP laptop to factory condition and for some odd reason it would bring up "installing windows" and then it would restart it self. Whenever i try to troubleshoot it will say "no running administrators" i need help ASAP

I would first test for any hardware faults, tapp f2 when you turn it on.

I would run the full hard drive and memory test. If any fail then a repair is needed.

If all pass. Try running the recovery again through F11 after you turn on
