What does #7 really mean? As far as I know there is NO operating system like that.
Did you mean you want a laptop that support XP, Vista and Win7?

Support for Windows XP in new laptops have virtually ended. You may need a lot of luck to find a brand name that still writes Win XP drivers for their laptops.

Probably the best laptop that satisfies most of your requirements is the Lenovo ThinkPad X220 Tablet. It is currently on sale and starts at $1,150. Biometrics is an optional upgrade for a mere $20. However, the largest available hard drive is 320GB, you may need to install your own 500GB+ hard drive (if it is supported). The keyboard is not backlit.

The other option is the Acer ICONIA-6120 14 inch Tablet PC for $1,019.

However, it does not have Biometrics. The keyboard is backlit. However, it is not really a physical keyboard. It is a 2nd touch screen LCD panel that is used as a virtual keyboard (among other things). It also comes with 640GB hard drive.
