Solved! Help turn this mode off

when calling a friend's phone and it says the person's got restricted mode on on their phone can't receive any calls at this time what does that mean

it mean it not accepting your call

It could also mean they don't have service at this time but the carrier/service provider may not be about to actually 'say' that so the message says something else.
