Help with choosing a laptop PC please.

Both are touch screen. Both have dvd/cd drive. HP has 6gb ram (supposedly upgradeable to 16GB...cannot get a clear answer on this.) 1TB Hard drive, Intel i3-5010U. Dell has 8gb ram (not upgradeable) 1 TB hard drive, AMD A6-6310, and bluetooth. Can get either one right now for $399 The dell is in a local store for that price. I plan to use for home use, internet browsing, video watching, etc. Thank you.

If you can get both for the same price, then I would get the HP because the i3-5010u is a more powerful CPU and has a better integrated graphics core. Therefore, it should last longer before you feel the laptop is becoming slow.
