I have a neighbour who is harassing me with low level bass. This has been happening for nearly three months. Does anyone have any idea on how to block this noise? Or any suggestions? Thanks.

Nothing you can do unless you start sound-proofing your area. Although really the sound-proofing should be done in the area of the speakers making the noise.

To block bass you literally need a room within a room. Not practical even if you are a home owner.
If the sound is coming from one wall you could build a false wall with insulation between it and the original wall. That would block a fair mount of bass but not all. You can get some info here
