It sounds as though either your installation of Windows is bad/corrupt/damaged, or your hard drive is the problem.
Should the problem be Windows, you may need to use that recovery manager to reset the computer back to factory settings, which may erase all of your data.
If the problem is your hard drive, you will almost assuredly lose your data to have it replaced, unless you have someone with technical knowledge and experience attempt to back up your data, if possible.
