High Temp on Laptop

I have a Dell Inspiron N5010 Laptop with the following features:
Intel Core i5 M480
ATI Mobility Radeon HD 5650 Graphics
4 GB RAM
Belkin Cooling Pad With Single Fan Worth $30
Now when I play Battlefield 3 on medium settings at 1280X768 resolution on my full hd monitor(to maintain good frame rates) both CPU and GPU temperatures are about 80-90C and while the pc is idle temperatures are about 50-60C. Will this be a problem ? Anyway my cooling pad fan runs slowly so I am gonna change it but also my internal fan runs slower than usual from a week ago. I don't know what happened. So will this be a good cooling pad for my laptop ?:

And also my internal fan is just one month old and why is it running slow from a week ? Is there a way to increase its speed except speedfan ?

If you could openup and clean your laptop from the dust, that would reduce the temperatures. Note also that your laptop's CPU and GPU are a bit old and they can't handle very well demanding games as BF3
