Highest quality photo resizer

I recently used a resizer to change all my wallpapers to 1080p because most of them were bigger than 1080p but i noticed even the wallpapers that were originally 1080p looked to dark and others lost some detail, so can anyone recommend a really good photo resizer for
multiple images?, without losing much or preferably no detail

btw the name of this aweful program is Fotosizer

What did you use before that came out with 'bad' results?
