How can I retrieve contact's from old phone number to my new phone and number

Depends on how you were saving the contacts. Usually if you sign in to your account and activate the phone it will pull down contacts. You can contact your service provider for help also. If for some reason you were saving them to a file on the phone and did not make backups, they are gone if the phone is broken.
