How do I Bluetooth my recliner to my smart tv

Samsung smart TV that needs to connect to my Bluetooth speakers on my recliner

Press the Home button on your Samsung Smart Control to access the Home Screen. Select Settings, then Sound, then select Sound Output to choose your preferred sound output device. Select Bluetooth Audio to begin pairing your device (while your device is in pair mode, if necessary).

If the TV doesn't have BT you will need to get a BT transmitter with the correct input to match the audio output of the TV.
Check the TV manual on how to configure the audio output. You may have to turn it on, turn the TV speakers off, and change the audio output to PCM.
