how do I disable CPU c4 state on dell inspiron laptop?

I want to disable the c4 state on my dell inspiron i7 because I have a whine cpu problem
but there is no option to mess with the c states on the dell bios
how can I do that?

Try Throttlestop 8.00 beta 6. that's the latest version. Unfortunately it will expire. But may be your saved setting will survive. It supports Skylake, Haswell and 6-8 core CPUs.
