Try shutting it down and then either turn off your WiFi (at the modem/router) or if you cannot access it to turn it off, take the laptop to where there is no possible way for it to access the internet. Then turn it on. Once it has fully loaded, then you can take it back to where it has WiFi or turn your WiFi back on.

It is really common for laptops running Windows 10 to get stuck due to it trying to do updates as well as the install. And when one or more of the updates doesn't install correctly ( through no fault with the device) it will continue to try to install it over and over. Leaving you stuck. The only way to stop it is to restrict its access during the loading/installing/updating process.
