Your TV has coaxial digital and analog audio outputs according to Westinghouse. Without the model number of the RCA I can't tell what connection options you have. If it has an aux analog input (either 2 RCA jacks or 1 stereo mini jack) then use that.
If the soundbar has an optical audio input you would need a converter like this one
