VRAM is part of your GPU if this is what you're referring to.

What is your entire system spec?
What are you trying to achieve, up your RAM? or Up your GPU RAM? Or do you mean reallocate your windows resources to use different quantities of your RAM?

Just in case, you cannot upgrade VRAM without effectively disassembling the GPU mainboard.
You can upgrade your DRAM by simply buying more RAM and installing (assuming you have the slots and recognise compatibility issues)

Or are you asking to allocate more RAM to be used by your graphics?

Have a look in the BIOS. You may be able to up the shared memory to the graphics card at the price of loosing out on a small amount of ram but that's about it.
