How do I retrieve my contacts from my damaged old phone now that I've gotten a new one

How can I retrieve contacts from my damaged old phone now that I've gotten a new phone.

You would need to be able to turn on the old phone to get the contacts off of it. If you can turn it on, you can then connect it to a computer, via USB cord, and save the contacts to the computer. Then connect the new phone via USB cord and move them over to the new phone.

If, however, you can't turn on the old phone, and the contacts weren't on a SIM or SD card (or not in a google account online) then there is no way you can get the contacts.
