How do I retrieve photos from Google lost due to some screen display issue

You can only get the photos and any other data from Google if they were synced to and saved there. If they were saved/synced, you would have to log into that account from the new device and download the files.

If, however, they were only on the original device, and that device is dead, there is no way to get them.
