How do I stop from being recorded by a caller or someone I call

I don't want the police to be able to record my calls. or anyone with a recorder app

Don't call anybody.

If the person on the other end can hear you, they can quite simply put a tape recorder next to there ear and there's nothing you can do about it - this is called the Analog Hole. There are, of course, more sophisticated means of doing it, too.
